Failed to meet ZDP conditions in the Czech Republic: what to do

First, find out which specific condition is marked in red in your personal account on the Information Portal for Foreigners, and check whether it has in fact not been met. If you are sure this is an error, do not contact the Ministry of the Interior, but the relevant “gestor” institution — the insurance company, the tax authority, the social services authority, or the social security administration. If the condition has genuinely not been met, registration for ZDP is not possible, but temporary protection remains in force.

How to read the results of the ZDP conditions assessment

The result is available in your personal account at ipc.gov.cz, where each condition is marked with a colour: green, yellow, and grey allow you to proceed to registration, while red means that the condition has not been met.

Conditions are assessed for each member of the shared household, while income is assessed for the family as a whole, so a single red mark for one person may block registration for everyone. If the result is ambiguous, review each category separately.

The request should be sent only to the relevant gestor, not to the Ministry of the Interior: the law does not allow copies of declarations or certificates sent by the applicant themselves to the Ministry of the Interior to be accepted. If there are several errors and they concern different institutions, you must write to each of them separately.

How to check continuity of stay

Temporary protection may have ceased without your knowledge, so check the possible reasons.

  1. You did not complete online registration to extend protection in 2026 and do not have a stamp valid until 31 March 2027
  2. You obtained a residence permit for more than 90 days in another state
  3. You applied for temporary or international protection in another country
  4. Your place of residence for more than 90 days was registered at the address of a Ministry of the Interior office

Checking health insurance and debts

The insurance conditions — continuity for the two years preceding 31 March 2026 and the absence of debt as of that date — are checked by your insurance company. You can view the status in an electronic account, for example in “Moje VZP”, and the request depends on the company.

  1. VZP — only in person at a branch by prior appointment, with a completed form
  2. OZP — by email to the company’s registration address
  3. ZPMV — by letter to ukrajina@zpmvcr.cz, stating your name, date of birth, and insured person’s number

Important: you cannot join the insurance scheme retroactively and you cannot pay for a missed period, and a debt settled after 31 March 2026 no longer corrects the condition.

Income of CZK 440,000: where to check the calculation

The condition requires a combined annual income for 2025 of at least CZK 440,000 plus CZK 110,000 for each additional person in the household. You can check the amount in line 42 of the tax return, in the “Moje daně” portal, or in the “assessment base” field of the pension insurance certificate.

If the employer has not submitted the pension insurance certificate (ELDP) or has submitted it with an error, contact the employer first, and only then the social security administration. The tax authority accepts a request only if the return was filed by 4 May 2026.

How long the review takes and which deadlines to observe

Data in the personal account are updated approximately twice a month, so the result of a request will not appear immediately. Registration for ZDP runs until 31 December 2026, so delaying the check is risky.

Monitor your email and your profile on the portal: a new assessment is delivered by a notification to the address provided. If the conditions have changed to “met”, you can register immediately and book an appointment at a Ministry of the Interior office.

What to do if the condition has genuinely not been met

Temporary protection is not cancelled because of an unsatisfactory result: those who have not met the ZDP conditions continue to reside in the Czech Republic under the protection regime. The main thing now is not to allow it to cease unexpectedly, because that would also close the path to a future ZDP.

  1. Make sure that temporary protection has been extended and that the stamp is valid
  2. Remove the causes that can still be corrected: arrange insurance without interruptions, do not receive humanitarian assistance, and increase official income
  3. Keep documents on income, insurance, and stay
  4. Follow announcements of the next ZDP stages on the Ministry of the Interior website and the portal

Lawyers report that in subsequent cycles, if they are announced, applicants who have not met the conditions must again express their interest, but there is no guarantee of a new intake.

Alternatives to ZDP

ZDP is not the only way to establish yourself in the Czech Republic. If you have another ground for stay, for example work in a specialised field, studies, or family ties, an ordinary long-term permit may be suitable.

Whether such titles are open specifically to holders of temporary protection in your case depends on the particular situation, so it is worth obtaining individual advice before filing.
