Vehicle registration in Bulgaria: import from Ukraine and purchase
A vehicle with Ukrainian registration may be used in Bulgaria for up to 6 months from the date of entry into the EU without local registration. Purchasing a car already in Bulgaria requires a notarized contract and re-registration with KAT within 14 days — these are two fundamentally different procedures with different documents, deadlines, and costs.

People expect to simply re-register it onto Bulgarian plates in the same way as when buying a local car, although the procedure here is substantially different and not always straightforward for owners with temporary protection status.
We examine both scenarios — temporary use of a Ukrainian-registered car and full registration of a vehicle purchased in Bulgaria — including the documents, deadlines, and taxes for each.
Temporary use of a vehicle with Ukrainian registration
A vehicle registered in Ukraine may be used in the EU, including Bulgaria, for up to 6 months from the date of entry. This is the general rule for vehicles of persons who have not yet transferred their habitual residence into the Community.
After this period expires, you formally need either to temporarily take the vehicle out of the EU and re-enter, or to complete permanent import and local registration — simply continuing to drive on Ukrainian plates without any action is risky.
This is where a practical difficulty arises for holders of temporary protection status. As of now, Bulgarian legislation does not contain a clear and unambiguous mechanism that would allow registration of a personal Ukrainian car onto Bulgarian plates solely on the basis of this status. The situation may differ depending on the specific KAT office and supporting documents, so it is worth clarifying the current position in advance.
In this sense, an initial consultation with a lawyer or directly with KAT at the place of residence saves more time than trying to sort through conflicting sources on your own — especially if the car is to be used for longer than a few months.
Customs clearance upon permanent import of a car from Ukraine
Permanent import of a personal car from Ukraine as a third country vis-à-vis the EU formally falls under customs procedures — but a separate relief is provided for people who are in fact transferring their habitual residence to Bulgaria.
The “transfer of habitual residence” regime exempts personal property, including a vehicle, from customs duty and VAT upon entry for permanent residence from a third country. The condition is that the property belongs to the applicant and was used by them before the move, and was not acquired specifically for import without paying taxes.
To confirm entitlement to this relief, documents on prior ownership and use of the car in Ukraine are usually required, as well as proof of the move. Therefore, it is worth collecting in advance the vehicle registration certificate, insurance documents, or other evidence of use of the car before entry into Bulgaria.
Without confirmed entitlement to this relief, import of the car is taxed on general grounds — customs duty and VAT calculated from the customs value of the vehicle, which can substantially increase the cost of legalizing an older car.
Buying a car in Bulgaria — step by step
- Check the technical condition and documents of the car before purchase — the small and large registration slips, history of technical inspections
- Conclude a sale-purchase contract, which is notarized
- Obtain a compulsory motor third-party liability insurance policy (GO) in the name of the new owner
- Apply to the KAT office at the place of residence to re-register the car in the name of the new owner
- Obtain a new registration certificate and, if necessary, new number plates
The car must be re-registered in the name of the new owner within 14 days of the purchase date — missing this deadline may result in an administrative fine, even if the sale itself and the transfer of ownership are not disputed.
For foreigners with a valid residence permit and a personal number of a foreigner (LNCh), registration of a car in their own name is possible on general terms. So-called “blue plates” with the XX code are issued — specifically for non-resident owners or persons with temporary stay.
Registration on “blue plates” is tied to the validity of the residence permit: after it is renewed, you must apply again to KAT to re-issue the vehicle registration for the new period, and not only the permit itself.
Documents for registration at KAT
- Sale-purchase contract and a copy thereof
- Small and large vehicle registration slips (vehicle passport)
- Document confirming payment of vehicle tax for the current year and a copy thereof
- Compulsory motor third-party liability insurance policy and a copy thereof
- Slip and certificate of completed technical inspection
Without paid vehicle tax for the current period, KAT will not carry out re-registration — therefore it is worth checking the payment status before visiting the relevant office, so as not to waste time on a repeat visit.
Vehicle tax and technical inspection
Danak varhu prevoznite sredstva is a local tax whose amount is set by the municipal council according to a formula that takes into account engine power and the environmental class of the vehicle.

Because payment of the tax is a formal condition for undergoing technical inspection, and technical inspection in turn is required for valid registration, arrears of vehicle tax effectively block the ability to operate the car lawfully going forward.
Annual technical inspection is mandatory for all vehicles registered in Bulgaria regardless of who registered them and when — the requirement is the same for Bulgarian citizens and for foreigners on “blue plates”.
