Child benefits for a child born in Poland: what Ukrainian families are entitled to
If a child is born in Poland to parents with PESEL UKR status, the family may be eligible for several types of support at once — from a one-time capital payment for a second child to the monthly 800+ benefit for each child.

Our experience shows that child benefits in Poland from 2026 require more attention to documents than before. New rules introduced a mandatory PESEL and an employment condition for the applicant, which means some families risk losing the benefit for purely formal reasons.
How a child’s birth is registered in Poland
A child’s birth must be registered with the USC (Urząd Stanu Cywilnego) within 21 days of the date the birth card is issued by the maternity hospital — the parent only needs an identity document for this.
After registration, the USC free of charge issues an abridged copy of the birth certificate, a notice of PESEL number assignment, and confirmation of the child’s registration at the place of residence.
If the parents already have PESEL numbers and residence cards, the child is registered in the system with “UKR” status, which simplifies the subsequent processing of child benefits.
Who administers child benefits in Poland
The 800+ benefit is awarded and paid by ZUS (Zakład Ubezpieczeń Społecznych) — the state social insurance institution, not the local municipality or voivodeship.
Rodzinny Kapitał Opiekuńczy is also administered by ZUS, so both key benefits are processed through the same ZUS PUE personal account or the Emp@tia portal.
The USC is responsible only for registering the fact of birth itself and assigning a PESEL number — without this step it is impossible to apply for any benefit.
The 800+ benefit: new rules for Ukrainians from 2026
From 31 January 2026, payment of 800+ for Ukrainian citizens with UKR status was suspended, and to retain the right to the benefit, a new application for the current payment period must be submitted from 1 February 2026.
In the new application it is mandatory to state the PESEL numbers of the applicant and the child, and entitlement to the payment as a general rule depends on the applicant’s employment activity in the month before the application is filed.
Among others, parents of children with disabilities and applicants for a child who holds Polish citizenship are exempt from the employment condition — for them the benefit is awarded on general terms.
Rodzinny Kapitał Opiekuńczy: capital for a second child
Rodzinny Kapitał Opiekuńczy (RKO) is one-time support for the second and each subsequent child in the family of up to PLN 12,000, which is awarded and paid by ZUS.
The money can be received in two ways: PLN 500 over 24 months or PLN 1,000 over 12 months — the family chooses the format when filing the application.
To receive RKO it is not necessary to confirm family income, and foreigners, including Ukrainian citizens, have access to a special Ukrainian-language application form RKO-U.
If the child was born before moving to Poland
If the child was born outside Poland and the family then moved, a PESEL number will also be required to receive benefits — it can be obtained at the same time as filing documents for temporary protection status.
After a PESEL number is assigned, the child gains access to benefits on general terms, including 800+ and, if there are older brothers or sisters, Rodzinny Kapitał Opiekuńczy.
Our experience shows that families who arrange a PESEL for the child immediately after arriving in Poland gain access to payments noticeably faster than those who postpone this step.

Other types of support for families with children
In addition to 800+ and RKO, lower-income families may be eligible for zasiłek rodzinny — a family allowance with an income test, which is awarded not by ZUS but by the local ośrodek pomocy społecznej at the place of residence.
Separately, dobry start (“Good Start”) applies — a one-time payment of PLN 300 at the start of the school year for a schoolchild, which does not depend on family income and must be applied for anew each year.
Our experience shows that many families know only about 800+ and do not use available additional benefits simply because they have not seen information about them in a language they understand.
Medical care for mother and child
Pregnancy in Poland is managed through a public or private clinic under the NFZ programme, and for Ukrainian citizens with PESEL UKR status medical care is generally available on the same terms as for Polish citizens.
After birth, a district paediatrician is assigned to the child, and a patronage nurse visits the family in the first weeks of the baby’s life — this is a standard part of the maternal and child health system.
Which documents need to be prepared
The standard package for processing benefits includes the birth card from the maternity hospital, the parent’s identity document, the PESEL numbers of the parent and the child, and confirmation of residence status in Poland.
- Register the child’s birth with the USC within 21 days
- Wait for the child to be assigned a PESEL number
- Submit the 800+ application via the Emp@tia portal or the ZUS PUE personal account
- If there is a second child, submit a separate application for RKO
How the payment is calculated for several children
800+ is paid for each child in the family regardless of birth order, so for three children the family receives three separate payments of PLN 800, not one combined amount.
Rodzinny Kapitał Opiekuńczy, by contrast, is awarded only starting from the second child, so this payment is not due at all for an only child in the family.
Our experience shows that it is precisely confusion between these two calculation logics that most often leads to errors when applications are filed independently without prior consultation.
Specifics for Ukrainian families with temporary protection
Having PESEL UKR status alone does not guarantee automatic award of all benefits — from 2026 some payments require an active application rather than automatic extension as before.
International Law Firm "Zahist" regularly advises Ukrainian families on these changes — which documents to resubmit and which rights are retained without re-registration.
It is also worth noting that the employment condition for 800+ is checked specifically for the month before the application is filed, so a short break in work should be planned in advance rather than after the fact.
Where and how to submit applications
Applications for 800+ and Rodzinny Kapitał Opiekuńczy can be submitted fully online via the Emp@tia portal or the ZUS PUE personal account without visiting an office in person.
To access electronic services you will need a Profil Zaufany or another recognised method of electronic identification, which can be arranged both online and at a partner bank branch.
If electronic submission is not available, the application can be filed on paper directly at the local ZUS office — addresses and opening hours are listed on the institution’s official website.
What to do if the benefit is refused
A ZUS refusal can be appealed within the time limit always stated directly in the refusal decision itself — usually several weeks from receipt of the document.
Our experience shows that a significant share of refusals is linked to an incomplete set of documents or the absence of a confirmed PESEL number for the child, rather than a genuine lack of entitlement to the payment.
Before filing a formal complaint it is worth carefully rereading the reason for refusal and, where possible, submitting the missing documents — this is often faster than a full appeal of the decision.
Typical mistakes when arranging benefits
The first mistake is not submitting a new application for 800+ after payments were suspended at the beginning of 2026, assuming the benefit will continue to be credited automatically.
The second is forgetting to state the child’s PESEL number immediately after it is assigned, which means the benefit application has to be filed again.
The third is confusing the conditions for RKO and 800+: RKO does not depend on the applicant’s employment, whereas 800+ from 2026 in most cases does.
