Can you leave France for Ukraine with an APS and not lose protection?
A short-term trip to Ukraine with a valid APS does not deprive you of temporary protection in France. Unlike refugee status, temporary protection is not based on individual persecution by the state of origin, so visiting relatives or handling personal matters in Ukraine is permitted.

Does a trip to Ukraine affect temporary protection status
Temporary protection is granted due to mass displacement of the population, not because of an individual threat of persecution by the Ukrainian state, so a trip to one’s home country in itself is not grounds for withdrawal of the status.
A beneficiary may leave the Schengen Area and return to France freely if they hold a valid APS and a valid biometric passport, without needing an additional visa or prefecture authorization for each separate trip.
The main condition is that the APS must remain valid throughout the entire trip, as this document confirms the right to enter and return to France on the general basis applicable to temporary protection beneficiaries.
Temporary trip or permanent departure: an important distinction
The French administration distinguishes between temporary absence and an intention to settle permanently in Ukraine, and it is the latter that has legal consequences for the status.
If a beneficiary decides to leave France permanently, it is recommended to notify the prefecture in writing and return the APS and ADA card, formally renouncing temporary protection status.
Without such written notice, the file formally remains open, which may create confusion when attempting to use the status again or during data checks by other services.
Risks to ADA payments during absence
Unlike the protection status itself, ADA payments from OFII are more sensitive to prolonged absence from the declared place of residence.
According to established administrative court practice, OFII suspends ADA if the recipient is absent from their place of residence for more than five days without a valid justification.
Therefore, before traveling it is advisable to notify OFII in advance of the dates of absence and the reason, and after return to confirm actual residence at the stated address in order to avoid suspension or a demand to repay amounts already paid.

- Check the validity period of the APS and, if necessary, apply for renewal in advance, as renewal should be filed three weeks before the expiry date.

- After return, confirm actual residence at the stated address if this is required for continuation of payments or housing assistance.
Traveling with children: schooling and social benefits
For families with children, a trip to Ukraine during the school year requires additional attention, as prolonged absence without explanation to the school may affect the child’s enrollment status.
It is advisable to notify the educational institution in advance of the approximate travel dates and reason, and to keep proof of return in order to avoid questions about attendance.
Family benefits from CAF, which are linked to household composition and actual residence in France, are usually not stopped because of a short trip; however, prolonged absence of the entire family may be subject to verification.
Health insurance while staying in Ukraine
French health coverage through PUMa and the Carte Vitale applies only on French territory, so treatment received in Ukraine during a trip is not automatically covered by the French system.
For trips it is advisable to consider separate travel medical insurance for the period abroad, especially if children or elderly persons are traveling.
After return to France, the right to healthcare through PUMa is restored automatically provided that registration with CPAM remains valid and has not been terminated for other reasons.
Temporary protection and refugee status: different rules on travel
Confusion most often arises from comparison with the rules for refugees, where return to the country of origin has entirely different consequences.

For refugees, French law provides for the possibility of withdrawing the status if the person has voluntarily re-availed themselves of the protection of the country of origin. Examples include obtaining a new national passport in person at a consulate or settling there on a permanent basis.
These rules do not apply to temporary protection, so holders of an APS marked temporary protection do not risk their status merely because of a visit to Ukraine.
Employment and self-employed status while abroad
If a beneficiary is employed in France, a prolonged trip without agreement with the employer may create employment consequences regardless of temporary protection status — leave or absence should be arranged in accordance with the employment contract.
For auto-entrepreneur holders, business registration remains valid during the trip; however, the obligation to file turnover declarations with URSSAF continues even abroad and is not suspended because of absence from France.
Our experience shows that applicants who continue to file declarations remotely through their personal account face no complications after return.
Practical aspects of border crossing
At the border it is advisable to carry both the passport and the physical APS card or récépissé, as border control may request proof of residence status in France, especially at land crossings through neighboring EU countries.
If the APS is under review at the prefecture during the trip and the physical document is not yet in hand, it is advisable to take proof of filing the application and the récépissé, if already issued.
Common mistakes when traveling to Ukraine with temporary protection
The most common mistake is departing with an expired or nearly expired APS, which complicates return to France even where there are no issues with the protection status itself.
Another common problem is prolonged absence without notifying OFII, which leads to suspension of ADA and subsequent difficulties in reinstating payments.
Our experience shows that applicants who coordinate travel dates in advance with APS renewal deadlines and notify the relevant services return to France without any complications.
If the APS renewal deadline falls during a stay in Ukraine
Since 2 September 2025, the APS renewal application is filed online via the Démarches simplifiées platform, so physical presence at the prefecture when filing the application is not required.
However, obtaining the new physical document or completing additional formalities, if required, may necessitate personal presence, so planned return should be coordinated with the approximate processing times for the application.
Frequent or repeated trips: when to be more cautious
A single trip usually raises no questions; however, systematic repeated visits to Ukraine with short intervals in France may attract attention during APS renewal or consideration of a parallel application.
In such a case the prefecture may ask for an explanation of the actual place of residence and the reasons for frequent trips, so it is advisable to have documentary evidence ready in advance — a work schedule, medical reasons, or family circumstances.
