CAF and housing benefit in France: how to apply

Ukrainians with a valid APS may apply for housing benefit from CAF immediately after concluding a tenancy agreement — to do so, it is sufficient to register on caf.fr and provide proof of the tenancy and of the household composition.

International Law Firm "Zahist" has a presence in France and helps clients correctly prepare their CAF application so as to avoid losing several months of payments due to an incomplete set of documents. Our experience shows that applicants who file immediately after signing the tenancy agreement, rather than after several months of residence, receive compensation for a longer period.

Which CAF benefits are available to holders of temporary protection

Holders of an APS bearing a temporary protection endorsement are entitled to several forms of support from CAF, subject to meeting the general eligibility criteria for each benefit.

  1. Personalised housing benefit (APL/AL) towards rent or repayment of a housing loan.
  2. Family benefits (AF) for families with two or more children.
  3. Family supplement (complément familial) for families with three or more children and limited income.
  4. Birth grant and basic child benefit.

An exception is the back-to-school allowance (ARS) — it is not available to holders of temporary protection, although CAF still requests a certificate of the children’s schooling in order to continue other benefits.

Three types of housing benefit: APL, ALS, ALF

The specific type of rent assistance depends on the type of housing and the applicant’s household composition.

Type of benefitWho it is awarded to
APLhousing covered by an agreement (conventionné) with the state — most social and private housing
ALShousing not covered by an agreement, including certain furnished rentals
ALFapplicants with children or dependants in housing that does not qualify for APL

In most cases, rented housing in France meets the conditions for APL, so this is the type of benefit awarded most often.

How to apply to CAF

Applications are submitted online via caf.fr, at a France Services point, or with the assistance of an organisation supporting the applicant.

  1. Create a personal account on caf.fr and obtain a benefit recipient number (numéro allocataire).
  2. Complete the electronic housing benefit application form, stating the rental address and household composition.
  3. Upload scanned copies of the required documents.
  4. Await confirmation that the file has been registered and, if necessary, provide additional documents at CAF’s request.

Special housing situations: subletting, shared housing, living with relatives

If the applicant rents a room in a shared flat (colocation) or officially sublets housing, CAF may also award benefit where there is a written agreement confirming the rent payable by each occupant.

Living with relatives or acquaintances without a written agreement makes it harder to obtain housing benefit, because CAF requires documentary proof of actual housing costs.

Our experience shows that even in a temporary stay with relatives it is worth putting in place at least a minimal written agreement with a nominal rent in order to preserve entitlement to subsequent benefit.

Documents for the application

The document package for CAF includes several mandatory items without which the application will not be considered on its merits.

  1. A valid APS with a temporary protection endorsement.
  2. A housing tenancy agreement (bail) or proof of residence.
  3. Bank details (RIB) for payment of the benefit.
  4. A certificate of household composition and income for the most recent period.

Calculation of the amount of housing benefit

The amount of benefit depends on the rent, household income, the number of dependants, and the geographical zone in which the housing is located.

CAF regularly updates the calculation on the basis of the applicant’s current income, so any change in income — starting work or a change in salary — requires updating the data in the personal account.

Recalculation and recovery of overpayment

If CAF has awarded benefit on the basis of outdated income or household composition data and the actual situation turns out to be more favourable, the difference may be claimed back in a lump sum or deducted from subsequent payments.

To avoid such a recalculation, any changes — starting work, a change in household composition, a move — should be reported immediately through the personal account rather than waiting for the annual automatic data update.

Our experience shows that promptly informing CAF of changes significantly reduces the risk of receiving a demand to repay a substantial sum at once.

When benefit payments begin

Entitlement to benefit opens from the month in which all conditions are met; however, the first month of residence is usually not compensated because of a statutory waiting period.

Our experience shows that filing the application immediately after signing the tenancy agreement, rather than several weeks or months later, makes it possible to obtain compensation for the longest possible period.

Coordination with the ADA top-up for lack of free housing

If an applicant is simultaneously receiving the ADA top-up for lack of free housing and applies for CAF benefit, the two payments for the same housing are generally not combined.

OFII should be informed of independent rental of housing, as this affects the calculation of ADA, and the fact of receiving the ADA top-up affects consideration of the application by CAF.

Timeframes for arranging family benefits together with housing benefit

An application for housing benefit should be submitted at the same time as an application for family benefits if the family has children — this can be done within a single registration in the CAF personal account.

For family benefits, a certificate of the children’s schooling or proof of their age is usually also required, so these documents should be prepared in advance rather than submitted piecemeal.

Our experience shows that a combined application for all entitlements at once saves time compared with separate approaches for each type of benefit.

Common mistakes when applying to CAF

The most frequent mistake is applying for benefit several months after moving in, which results in the loss of part of the compensation due.

Another common problem is failing to update income data after starting work, which may lead to an overpayment that CAF will later seek to recover.

Our experience shows that applicants who regularly check their personal account on caf.fr and promptly upload requested documents receive a decision significantly faster than those who wait for a paper notice by post.

Moving to another region: what happens to housing benefit

Each CAF serves applicants according to their place of actual residence, so a move to another département requires updating the address in the personal account rather than submitting an entirely new separate application from scratch.

Benefit for the previous housing ceases from the month of departure, and a new application for the new address is processed in the same way as the initial one, including the first-month waiting period.

Our experience shows that giving advance notice of the move date and immediately providing the new tenancy agreement makes it possible to minimise the gap between the end of the old payment and the start of the new one.

Expert view: how not to lose part of your benefits

An analysis of our cases shows that most lost payments are linked precisely to late filing of the application rather than to a formal refusal of benefit.

Another important factor is the accuracy of income data: a discrepancy between declared and actual income may lead to a retrospective recalculation and a demand to repay part of the funds.

We recommend using the online simulator on caf.fr before signing a tenancy agreement in order to realistically estimate the future amount of benefit and adjust the housing budget accordingly.

Online simulator: estimating the benefit amount in advance

A free simulator is available on caf.fr that provides an indicative amount of housing benefit before an official application is submitted.

For the calculation it is enough to enter the approximate rent, household composition and expected income in order to obtain an approximate amount and plan the rental budget in line with actual means.

Language support when completing the application

The caf.fr website is available only in French, so applicants who are not yet confident in the language should seek help from France Services or volunteer organisations that assist with completing the forms.

Some CAF offices also provide printed instructions in Ukrainian for the most common procedures, so it is worth checking whether such support is available at the local office.

International Law Firm "Zahist" has a presence in France and helps clients correctly prepare applications to CAF and other forms of social support for housing.

An individual consultation helps accurately calculate the CAF rental assistance taking into account the specific housing, household composition, and the applicant’s income.

Each case has its own particularities—type of housing, region, and household income—so a detailed consultation with a specialist remains the most reliable way to obtain all due assistance on time.

The sooner an applicant learns how to correctly apply for CAF rental assistance, the fewer months of compensation they lose due to a late application.

Frequently Asked Questions

01 Which Ukrainians can apply for rental assistance from CAF?
Ukrainians with a valid APS and a temporary protection endorsement may apply immediately after concluding a tenancy agreement. This requires registration on caf.fr and proof of the tenancy and household composition. International Law Firm "Zahist" helps correctly prepare the document package so that months of payments are not lost.
02 What types of housing assistance does CAF award and how do they differ?
Most often APL is awarded for housing under a state agreement (conventionné). ALS applies to housing without such an agreement, including some furnished rentals, and ALF to applicants with children or dependants when APL does not apply. The specific type depends on the type of housing and household composition.
03 What documents are required for a CAF assistance application?
Mandatory: a valid APS with temporary protection, a tenancy agreement (bail) or proof of residence, bank details (RIB), and certificates of household composition and income. Without a complete package CAF does not examine the application on the merits; International Law Firm "Zahist" in France supports clients at the document collection and filing stage.
04 When does rental assistance payment start and why is it important to apply immediately?
Entitlement opens from the month all conditions are met, but the first month of residence is usually not compensated due to a waiting period. Applying immediately after signing the agreement secures compensation for the longest possible period. A delay of several months means losing part of the payments due.
05 Can CAF assistance be combined with the ADA top-up for lack of free housing?
As a rule both payments for the same housing cannot be received at the same time. Independent rental should be reported to OFII—this affects ADA, and the fact of an ADA top-up affects CAF’s review of the application. Timely notification of both authorities reduces the risk of refusal or recalculation.
