Duplicate Birth Certificate Abroad: How Ukrainians Can Obtain One

A duplicate birth certificate abroad can be obtained through a diplomatic mission or consular post of Ukraine, or through the Ministry of Foreign Affairs, upon an application in the prescribed form. The document can also be ordered in Ukraine through an authorized representative.

A duplicate certificate is issued by civil registry offices, as well as by consular posts of Ukraine abroad, on the basis of the civil status record. A duplicate has the same legal force as the original. A citizen who permanently resides abroad presents a passport for travel abroad.

Our experience at International Law Firm "Zahist" shows that people lose the most time not on the document itself, but on choosing the method. They do not know that they can act through a consulate, an authorized representative, or Diia. Below we explain how to obtain a duplicate certificate in each situation.

Loss of a Ukrainian birth certificate abroad: what to do first

Losing a document is not a disaster, because birth records are stored in the State Register of Civil Status Acts. A duplicate may be issued if the original has been stolen, lost, damaged, or destroyed. Do not delay your application if the document is urgently needed to register a child, a marriage, or a residence permit. Issuance times depend on the method of filing.

Who is entitled to obtain a duplicate birth certificate

An application may be filed by the person to whom the record relates, as well as by that person’s parents, adoptive parents, guardians, or custodians. Representatives of institutions where the child permanently resides, and guardianship authorities, also have this right.

ApplicantWhat is required to apply
The person to whom the record relatesPassport and an application or form
Parents, adoptive parents, guardiansPassport and proof of the right to represent the child
Representative under a power of attorneyA notarized power of attorney
AttorneyA warrant together with a copy of the legal assistance agreement

The Ministry of Justice states that the law does not prohibit obtaining a birth certificate again through a representative if there is a notarized power of attorney. This is especially convenient for those who are far from Ukraine.

How to obtain a duplicate certificate through a consulate and the MFA

Civil status documents of citizens of Ukraine who live abroad are requested through diplomatic missions and consular posts of Ukraine abroad. This is also possible through the Ministry of Foreign Affairs upon an application or form in the prescribed form. The fee, time limits, and methods of receipt depend on the particular office, so check them on the consulate’s website. Sources give different figures, and we do not cite them without official confirmation.

Appointments at Ukrainian consulates are usually booked through the e-Consul portal, although the rules depend on the office. Before your visit, check whether original documents, photographs, or additional applications are required, and take copies with you for your own records.

If the consulate is far away, check whether the document can be received by post. Also ask whether a duplicate certificate is issued during a single visit or whether you must wait for a request to the Register. This will help you plan the trip and avoid making it twice.

A duplicate birth certificate through an authorized representative in Ukraine

If it is more convenient for you to act through relatives in Ukraine, they may apply to a civil registry office or an ASC under a power of attorney. Under martial law, a duplicate certificate is issued at any civil registry office in territory under the control of Ukraine. A power of attorney executed abroad may need to be confirmed in accordance with the applicable requirements. Therefore, before executing it, check the form in which it will be accepted in Ukraine.

An online application for a duplicate certificate through Diia

An application for a duplicate certificate can also be filed on the Diia portal. The application must contain an electronic signature, and scanned copies of documents confirming the right to obtain the certificate, together with a payment receipt, must be attached.

MethodHow it worksWho it suits
ConsulateApplication or form, passportFor those who live abroad
Authorized representativeNotarized power of attorneyWhen you have relatives in Ukraine
DiiaElectronic application with a signatureIf you have an electronic signature and access to the portal

According to the Ministry of Justice, if the application is filed through Diia, the completed document is sent by Ukrposhta within the region where the civil registry office is located. For people abroad, this method may therefore be less convenient.

What to do with a duplicate certificate for Finnish authorities

If a duplicate certificate is needed for the DVV or the Finnish Immigration Service, it must be prepared in accordance with the rules. The Ministry of Justice recommends checking in advance whether an apostille and a translation are required. An apostille on civil status certificates is affixed by the Ministry of Justice. We have described the requirements of Finnish authorities in more detail in articles on apostille and document translation.

A duplicate certificate after changes to the record: surname, errors, restoration

A duplicate is issued not only because of loss. It is also used after changes are made to the civil status record or after the record is restored.

SituationWhat to do
The surname changed after marriageAttach supporting documents on the change to the application
An error is found in the recordFirst correct the record, then obtain the certificate
The record needs to be restoredApply to the civil registry office to restore the record
The certificate is damagedFile an application for reissuance

If the record is corrected, the new certificate will reflect the amended data. Therefore, before apostille and translation, make sure that all information is correct.

What to do if issuance of a duplicate certificate is refused

A refusal or delay does not mean that the document cannot be obtained. In most cases, the reasons can be remedied. Keep all correspondence and copies of the documents submitted. They will help prove that you have complied with the requirements.

Typical mistakes when obtaining a duplicate

The mistakes that occur most often are listed below. Each of them could have been avoided.

  1. Applying to the wrong office or without an appointment
  2. Not having a notarized power of attorney for the representative
  3. Failing to take into account that the duplicate may require an apostille and a translation
  4. Allowing discrepancies in the spelling of names in the documents
  5. Not checking the cost and time limits in advance
  6. Delaying the application when the document is already urgently needed

Each mistake means repeated applications and additional costs. A power of attorney and an apostille are especially risky.

Why it is difficult to obtain a duplicate abroad on your own

It may seem that filing an application is enough. However, the rules depend on the country, the consulate, and the method of application.

  1. It is difficult to book an appointment at the consulate
  2. It is hard to assess which method is faster: the consulate, an authorized representative, or Diia
  3. A power of attorney requires separate formalization
  4. An apostille and a translation are required for use abroad
  5. Information is scattered across different websites

That is why more and more Ukrainians resolve the issue arising from the loss of a Ukrainian birth certificate abroad together with lawyers.

03 Can a duplicate certificate be arranged through relatives in Ukraine if I am abroad?
Yes. Close relatives may apply to a civil registry office (DRACS) or an administrative services center (CNAP) under a notarized power of attorney. 05 What should be done if a duplicate certificate is needed for Finnish authorities or if issuance was refused?
For the DVV or the Finnish Immigration Service, it is worth clarifying in advance whether an apostille and a translation are required; an apostille on civil status certificates is affixed by the Ministry of Justice.
