Recognition of Ukrainian Education in Finland: Certificate, Diploma, Profession

Recognition of Ukrainian education in Finland is not a single procedure: depending on the purpose, the qualification is assessed by the Finnish National Agency for Education (Opetushallitus, OPH), an educational institution, or an employer. The Agency also performs the functions of the national ENIC-NARIC centre.

For admission to studies, the rights conferred by your education are determined by the institution itself. Separate decisions are required for public-sector positions and regulated professions, while in the private sector the qualification is most often assessed by the employer.

Our experience at International Law Firm "Zahist" shows that people lose the most time when they apply to the wrong authority. Below we explain how recognition of Ukrainian education in Finland works at different levels and what to prepare.

Who assesses Ukrainian education in Finland and how

There is no single body that “recognises everything”. The purpose determines who makes the decision, and that is where you should start.

PurposeWho assesses
Admission to studiesThe educational institution to which you submit your documents
A state or municipal positionOPH, if the position requires a degree of a specific level
A regulated professionThe competent authority depending on the profession
Employment in a private companyThe employer, usually independently
A general statement on the education systemOPH as the ENIC-NARIC centre

First determine your purpose, and only then choose the authority. Note that an Agency decision on the level of a diploma does not confer the right to practise a profession. These are different matters, decided by different bodies. An error at this point is one of the most costly in terms of time.

Recognition of school education: the certificate and admission to institutions

For admission to a university or a university of applied sciences, what matters is whether your certificate confers a general right to higher education. This is ultimately assessed by the institution, and its requirements may differ. Even within the same country, different programmes may set different admission conditions. We have not found uniform nationwide rules regarding the Ukrainian certificate, so requirements should be checked on the institution’s website. Conditions may change from year to year.

Recognition of higher education: bachelor’s, master’s and doctoral degrees

For higher education, OPH may determine which level of a Finnish degree a foreign diploma corresponds to. This is needed primarily for positions where the law requires a degree of a specific level.

Ukrainian levelPossible comparison
BachelorBachelor’s degree
MasterMaster’s degree
Doctor of Philosophy and equivalentsDoctoral degree or licentiate

The final comparison depends on the programme and the documents, so the table is indicative only. The decision concerns the level, not the right to practise.

Vocational education and regulated professions

Separate rules apply here, and they depend on the specialisation. The Agency’s opinion on a foreign professional qualification is advisory and does not, by itself, confer the right to public-sector positions or to a profession.

FieldWhat to take into account
TeachersA separate procedure for working as a teacher with a foreign qualification
Early childhood educationSeparate requirements for staff of early childhood education and care institutions
HealthcareThe competent authority decides on the right to practise
Other regulated professionsDepends on the field and the employer
Unregulated professionsThe employer assesses the qualification itself

Before submitting any application, it is therefore important to establish whether your profession is regulated. This will save time and money.

What documents are needed to assess Ukrainian education

The set of documents depends on the purpose and the level of education. An indicative list is set out below.

DocumentNote
Certificate or diplomaOriginal or certified copy as required
Supplement to the documentContains the list of subjects, grades and the scope of studies
Identity documentPassport or another valid document
TranslationDepending on the language and the authority’s requirements
ApostilleIf required for Ukrainian documents
Description of the study programmeMay be needed in complex cases

We have written separately about the apostille, translation and authentication of Ukrainian documents. Check these requirements, as deficiencies in formalisation delay the review.

Continuing studies after an interruption due to the war

Many Ukrainian students were forced to interrupt their studies. Some Finnish institutions introduced separate right-to-study schemes for them, but their conditions and application deadlines differ and change.

  1. Check whether the chosen institution offers a separate scheme for students from Ukraine
  2. Pay attention to application deadlines, as application windows can be short
  3. Prepare a certificate from the higher education institution on the period of study and the courses completed
  4. Clarify whether completed courses will be credited
  5. Find out whether studies in Ukraine by distance learning can be combined with studies in Finland

These schemes are not universal, so the existence of a programme at one institution does not mean that it exists at another. In addition, conditions may differ between faculties. Always confirm current information directly with the institution.

How to present Ukrainian education to an employer

In the private sector, what is often decisive is not a formal decision but the employer’s understanding of your qualification. Your task is therefore to make it as clear as possible.

StepWhat to do
Name of the specialisationState the full name and the level of the degree in your CV
Study programmePrepare a short description of the main subjects
Practical experienceAdd specific projects and results
DocumentsProvide a translation of the diploma and the supplement if needed
ReferencesAdd the contact details of former supervisors

Our experience at International Law Firm "Zahist" shows that employers are more willing to consider candidates who have explained in advance which level of Finnish education their degree corresponds to. This removes unnecessary questions.

Language of documents, translation and apostille for educational documents

Educational documents generally need to be submitted with a translation, and sometimes with an apostille as well. Specific requirements depend on the recipient, so check them before ordering services. Ordering a translation in advance without checking the requirements often leads to the cost of a repeat translation. It is better to spend time clarifying the requirements than to pay twice.

Typical mistakes in the recognition of education

These mistakes occur most often, and most of them can be avoided.

  1. Contacting the agency when the decision is made by the educational institution
  2. Confusing the diploma level with the right to practise a profession
  3. Forgetting the supplement to the document
  4. Underestimating the time needed to collect documents from Ukraine
  5. Failing to check the employer’s or programme’s requirements
  6. Submitting documents without an apostille and translation when they are required

Each of these mistakes can delay admission or employment. Therefore, first clarify the requirements and only then collect the documents. Separately, check whether the rules have changed since you last read the instructions.

Why it can be difficult to figure it out on your own

The system is complex, and information is scattered across the websites of different institutions. That is why it is difficult for a person without experience to form a complete picture.

  1. Websites and forms are often in Finnish or Swedish
  2. Different goals require different institutions and documents
  3. It is difficult to distinguish a decision on the level of education from the right to practise a profession
  4. There are separate rules for regulated professions
  5. Documents from Ukraine require an apostille and a translation

That is why more and more Ukrainians who are looking for how to have Ukrainian education recognised in Finland seek advice even before they start collecting documents.

Frequently Asked Questions

01 Who in Finland recognizes Ukrainian education, and is there a single authority for all cases?
There is no single authority that recognizes any Ukrainian education: the decision depends on the purpose. For admission, the qualification is assessed by the educational institution; for public-sector positions, by the Finnish National Agency for Education (Opetushallitus, OPH); for regulated professions, by the competent professional authority; and in the private sector, usually by the employer. OPH also acts as the national ENIC-NARIC centre and may issue a general statement on the level of education. International Law Firm "Zahist" advises first defining the purpose clearly; otherwise, applying to the wrong institution wastes the most time.
02 Is a Ukrainian school-leaving certificate sufficient for admission to a university in Finland?
This is ultimately decided by the institution itself: what matters is whether the certificate confers a general right to higher education, and programme requirements may differ even within the same country. It is worth checking whether a certificate of completed general secondary education is accepted, and whether tests, language examinations, a transcript of grades, a translation, and an apostille are required. There are no uniform nationwide rules on the Ukrainian certificate, so the conditions should be confirmed on the institution’s website before each application.
03 Does an OPH decision on the level of a diploma confer the right to practise a profession in Finland?
No. The agency’s decision on the equivalence of a Ukrainian diploma to a particular Finnish level (bachelor’s, master’s, or doctoral) is required primarily where the law demands a degree of a certain level, and it does not confer the right to practise. For regulated professions, the decision is made by the competent professional authority, and an OPH opinion on professional qualifications is advisory only. Confusion between the “level of the diploma” and the “right to practise the profession” is one of the most time-consuming mistakes.
04 What documents are usually required to assess Ukrainian education, and what should be paid attention to?
As a rule, a school-leaving certificate or diploma, a supplement listing subjects, grades, and the volume of study, and an identity document are required, and, if the institution so requires, a translation, an apostille, and a description of the programme. The set depends on the purpose and the level of education, so requirements as to the form of copies and certification must be checked before submission. Deficiencies in the paperwork delay consideration, so International Law Firm "Zahist" recommends starting by clarifying the institution’s rules, keeping a record of correspondence, and retaining the decision received.
05 How can studies interrupted by the war be continued in Finland, and how should education be presented to an employer?
Not all institutions have separate arrangements for students from Ukraine: application deadlines are short, and conditions differ even between faculties. A certificate from the higher education institution on the period of study and the courses taken is required, as well as clarification of whether courses will be credited and whether distance learning in Ukraine can be combined with studies in Finland. In the private sector, the employer often assesses the qualification itself, so the CV should clearly state the full title of the specialisation, the level of the degree, and a brief description of the programme.
